Spanish officials say in recent years thousands of migrants have struggled to reach Spain from Morocco by climbing the six-meter border fence or crossing the Mediterranean in flimsy boats. Miguel Marin, Melilla's councilor for development, youth and sports, said, "Hundreds and hundreds more immigrants are going to continue to arrive because police don't have enough officers to fend off this invasion of Spanish territory." Melilla and Ceuta, another Spanish territory neighboring northern Morocco, form the only land borders of the European Union with Africa. Each of the two towns has a population of about 80,000. Human rights activists say the migrants are brought to Morocco from other African countries by smugglers and live in deplorable conditions while waiting for a chance to go to the other side of the border.
